There's at least 47, but even if I got the 2 girls that are impossible to get by trading in my special jokers (they both require that you have more girls than you are able to get by then) it only makes 42. 2, to rank them all up properly you have to spend every single chance you have. Which in turn causes you not to be able to buy buildings, or make money, etc, losing OTHER special jokers. The game is specifically designed so that you can't win completely, you have to pick and chose how you want to excel, and you get a crappy static image end about how you should be a prostitute or some junk.
