If it's only 1km wide (or was that the radius?), that's not a whole lot of room for people to go in and out. Helicopter to go from island to island, but if you're floating in the middle of the sea, a helicopter isn't going to get you far. Besides, flowing with the currents would take you north and south, wouldn't it? There'd have to be something that would lock it in a somewhat "regional" area.
