Once it's good there, make sure you export it as a WAV, then import it into flash where you can use MP3 compression if you want. You have to do it like that because if you export from audacity in MP3, flash will always add a tiny tiny gap in it.

If the audio doesn't end exactly where the block ends, the rest is padded out with silence to fill the block. Flash probably marks where the actual audio ends and the padding begins when it converts to mp3, which is why you have to convert with flash instead of something else.
