I believe they implemented the new and awesome return policy system because of this massive failure. To try and make people forget about the modding fiasco. It's good that something good came out of it but it's important that we realize that near-monopoly isn't a good thing. Taking a 75% cut from virtual goods (like they do for hats sold in Dota) is also ridiculous, I believe it's important that people keep bringing it up to make more aware of it since Valve tries to hide as much of their inner workings as possible.
