This is a Niconico Douga Simulator Game. The うp button "uploads" a movie to Niconico. These movies generate w, which is basically Japanese Internet lingo for "lol". These "w" feed the little White TV creatures. (The niconico userbase; they don't upload anything, just eat lulz) If your userbase is large enough you'll spawn little grey guys, these guys upload new videos to niconico. (They die out quickly, like all internet phenoms.) The black guys are niconico trolls they show up when there is a lot of traffic at niconico and "eat" the lulz producing videos and therefore deprive the viewers of lifegiving lulz.
