Actually, the time stop is meant for using the stand team-up called a 'tandem attack'.
When done right you can punch and kick the ever living shit out of him for a good bit of time.
Also, entertaining as hell game. Lots of fun.

Did you watch both sets of the OVAs?
If you watched the newer set of them, it didn't include the fight with Dio.
In the olde set, Dio froze time and smashed an 18 wheeler gas tanker on top of JoJo. Punches
ensued and then it exploded.
If the steamroller has any actual significance, I do not know, I think it was just an item they
thought would be good to use, cause they are fuckin heavy.
