  I have to do a small banner project for a class. I'm having issues with streaming my fog
  constantly in a loop.

  You can see it's a movie clip, and then it starts on the left > motion tween > right side. The
  problem is after the clouds go off, it takes like 15 seconds for them to return, but I want less
  time between that. How can I fix it?

  Keep putting in more instances of the movie clip until its seamless. One end meets the other.
  Also, be sure there aren't extraneous frames after the end of the animation.
