I made a program to do this in VB6.
Here's a link in case anyone wants it:

Instructions: Put in C:\windows\system32, open screensaver settings, choose "Swf", click
settings, pick the file you want, click OK, click preview and watch your flash in fullscreen.
Note: requires flash 10.
