It's Spanish Flea by Herb Alpert. It's not from Angry Beavers, though the song might have been
used in the show.

Yes, the show was used in Angry Beavers regularly as their 'bored waiting' theme while someone
was doing something and one of the characters was trying to figure out wtf was going on.
