It's actually surprisingly simple. (I'm assuming you have Flash and know how to publish movies)
When you publish, make sure you publish the movie in an html file. Okay, good? Right click on
your desktop, select properties, go to the desktop tab, then browse..., then select the html file
that you just published.
It's kind of wonky and needs tweaking (also you need to make it center, not stretch or tile).
