He makes normal little girls into magical girls, and offers them a wish for anything, no mater
how grand or mundane, in exchange.
Of course, what he conveniently neglects to mention is that:
1. Magical girls are expected to fight killer superpowered eldritch abominations called "witches"
using their new magical powers... and victory isn't guaranteed, unlike most magical girl shows,
and often results in the magical girl's gruesome death.

2. Magical girls eventually turn into witches themselves. The process can be slowed by killing
witches and recharging their own magical powers with the "grief seeds" left behind, but not
stopped completely.
3. The vast majority of magical girls wishes go horribly awry... one girl's wish for her father
to gain the influence and respect he wanted ended with him butchering his entire family because
he thought he could talk his way out of it, and another girl's wish for a sick boy she was caring
for to get better resulted in the boy ditching her for a better-looking girl, and she goes on a
bloody man-killing rampage that ends in her turning into a witch.

Oh, and he also pulls a huge number of other sneaky stunts by never actually lying, but making
sure to never actually tell the whole truth either. The nastiest is probably when the other
magical girls protecting the city ask him if the girl who turned into a witch could be saved, and
he replies, "Anything is possible, perhaps." After all but one sacrifices their lives trying to
restore the witch-girl's humanity, he casually reveals that it wasn't really possible, but he
wanted them all to die so there wouldn't be enough magical girls left to protect the city from
the next witch, and thus force Madoka into signing a magical girl contract to keep her home town
from being obliterated.
Also, he can't be killed... he repeatedly gets shot to pieces by the surviving magical girl, only
for a clone with all the same memories to show up and eat the corpse of his previous body.
