How the hell can i do a flash like this. What is this called? Color Tint? Color tween? I just
can't find a code for this. Can someone please tell me where to find one? There are lots of
"party hard" vids with that effect.

The song is World Hold On by Bob Sinclair.
In flash you want to pop the image into a movie clip, then in the properties make an Adjust Color
effect.
Hue is the property you want to fiddle with.
