For a lot of reasons.
1) It's a corpse. Except it's walking around. It's not decayed and there's almost nothing human
left about it, so it's closer to "monster" territory than say, a zombie. Adding to that, if you
know how muscles and motor functions work, you'd know a Skeleton couldn't possibly be moving
around on it's own, so the magic is implied.
2) Speaking of that magic, that's how Skeletons move around - Powered by negative energy. So you
have here an unfeeling, unthinking, uncaring pretty much "bone golem" that is literally powered
by evil. They may not seem strong to a hero, but they have frightening strength for their frail
appearance thanks to that energy.
3) Flexibility - Skeletons can wear armor, wield weapons, are relatively simple to control and
can come in all shapes and sizes depending on the beast it was raised from.
