for the save editor I've only ever used it with 6.12 so maybe update your game.
otherwise make sure you've got the editor and game saved in the same area of your computer- both
on desktop or both in same folder marked CoC for example.
when you go into the editor click the empty box next to open save slot, select the slot, then
click open save slot, do your editing, then select save to slot
