The proportionally greater number of inexperienced grasshoppers will throw theirselves into harm's way and be easily dispatched while the master and his loyal disciple know to hold back and wait for opportunity. Additionally, ninjas value pride above all else so they never send their third-rate ninjas on solo missions. The weaker ninjas are reserved for group missions where their greater numbers will compensate for their inexperience.
