A couple reasons.
Cartoon/anime characters often have more unique or interesting hair styles. Its a part of their
character, their iconic image, their silhouette. It almost never changes.
Because black people don't usually design/draw/animate characters, most people who do have to go
on second hand interactions and understandings. This tends to place relative limits on the number
of hair styles they consider. Afros and Dreadlocks are the most visually striking hair styles and
get picked a lot.
Brown men with straight or styled hair are often used to portrayed some other race or ethnicity,
so avoiding Black characters with straight or styled hair prevents potential confusion.
