Nah, the licking and yowling is a common reaction for cats when they're conflicted how they
should feel about something. It's likely he was scratching his butt, but the cat likes to be
scratched somewhere else, so he's like "I like that he's scratching me, but I want him to scratch
higher!" so that's sort of their way of showing it. Weird, I know.
