  They actually found data for a fight sequence with professor oak in the original pokemon games in
  which he would always have a fully evolved version of the 3rd pokemon not picked by either you or
  your rival. I would guess the intention was that after you collected all the pokemon you would be
  able to fight prof. oak but for whatever reason they made it so you got the super duper ultra
  authentic certificate of completion
