Works fine for me, both with and without using Baka.

i went to the ULMF thread, downloaded "Tsunade Horse and School of Fun", opened tsunade and
horse in Chrome, Baka, and even Internet explorer and it was only the preloader in all of them.

Did you use the Zippyshare or the Mega link?
And did you make sure that you have the "parts" folder in the same place as the SWF itself?

My DL worked fine, and I used the Mega link.

And double click the Yellow BCT Folder and then right click and download the "BCT August" folder
that one should work.
If it doesn't, then I have no idea how to help you, 'cause the BCT August folder have the exact
same file integrity as mine and the swf itself is identical.

downloaded the swf, all tah_parts, tah-game, put them all in the same folder, dragged folder
into chrome, opened the swf, still only preloader.

I'm not an expert on Chrome (never used it) so it might be that it doesn't access the file
directly somehow and leaves the parts folder out of the loop... Hmm...
I do have one last thing you could try, however it requires you to download something online
'cause Anonymous told you to.
Try GOM Player by Gretech to run it
