Surprisingly it actually is. An American studio gained the rights to it after it flopped in Japan
and needed to come up with a way to make it not do the same in America. The way they came up with
was to give the video without audio or script to the voice actors dubbing it and telling them to
do whatever the hell they wanted.
Turns out they're hilarious

Well, the VAs were given the script, but also told "Match the lipflap and beyond that we don't
care".
They added not only hilarity but depth of story; the original Japanese one was kind of like
Scooby-Doo only it took itself seriously, and didn't even have the retarded-kid subplot, while
the American dub is several hundred minutes of comedy gold.
