No, a .flv is just a container for video and audio data, like Matroska, without the player
binary. The flash browser plugin wouldn't be able to do anything on its own with a .flv file. It
needs a player. .swf files include the binary to play the .flv, which is also inside the .swf
file.

Sorry if my wording irritates you. I prefer to use the term do differentiate .swfs like this and
those containing animation. I'm aware of the distinction.
