She's a princess and was locked in her room trying to learn to control it for the majority of her life. And at that point of the movie, she is queen, not a princess anymore. A minor spoiler basically that she actually was bit more in self imposed exile in her room (though her parents were for it) rather than confined there, and considering how her room looks like at the point of the movie, makes it relatively straightforward to think that she is immune to cold or highly resistant to it. She went to the "exile" because she basically accidentally her own sister. And for the dress part, lets just conclude MAGIC! Don't get me wrong, while I find her to be a rather predictable character I don't dislike her by any means.
