You can't leave one adult without the other, but there's only 2 slots per raft. That means that it would be impossible to pass them over. Because the police officer HAS TO be with the criminal.

An adult (Man, Woman, or Policewoman) has to be on the raft to operate it. 3. However, the children are fine on their own and do not need supervision on the shore. 4. The woman conflicts with the two boys. 5. The man conflicts with the two girls. 6. The boys and girls do NOT conflict with each other. 7. The policewoman conflicts with nobody. 8. The criminal conflicts with everybody unless the policewoman is on the same shore / raft as the criminal. 9. The criminal does not need supervision, and will not conflict with anyone if there is nobody on the shore to conflict with.
