It's a timing thing. It's kinda dumb cause there are no visual hints. You just have to zoom in
with Space, and shoot her in the ass RIGHT before the iceball hits the frog. I know it doesn't
make sense.

Easy way:
Hit Rumia in the ass while she's spinning.
Hit ribbon while she is SAYONARA'ing for EX Rumia.
Use arrow key to scroll all the way to right/left.
Listen until you hear the third attack finish.
Press shift for FOCUSED MOVEMENT.
