There are a few characters with summons, though I'll admit they are much more scarce than in
Dota, Dota 2, and Dota-clones.
I don't get why you say "lets you" as if it they are making it as a restriction. Their design was
for mostly single unit champs instead of complicated chars like Meepo. Sorry you can't comprehend
anything different from Dota.

I don't play dota either, it's still just a casualized version of an RTS, but LoL is on a whole
'nother casual level.
I know that their design was based around single unit control, that's the entire problem. The
original selling point of the game was that it's dirt fucking easy to pick up and play, but now
they're trying to push it as a serious "esport" while continuing to casualize the game.
The only reason someone could have for playing competetive LoL over DotA or HoN is that they're
shit.
TL;DR
All ASSFAGGOTS are shit, LoL is just, by far, the worst among them.

Never played any of those games but from my view
having loads of abilities could mean that the
combat could quite quickly dissolve into a spam
fest thus lowering over all game play complexity.
But if you are limited to only a few abilities then you would have to think more carefully about
when to use them to allow for cool downs and such.
Again I've never played the games so this is just an outsiders opinion.
