i'm assuming a blue buff is something to do with
mana or magic consumption. For some reason
RPG's use red for health and blue or green for
magic.

You'd be correct. There are two major buffs, not counting the buff you get from killing Baron
Nashor, which are called red and blue buff. Blue buff gives increased mana regen and reduced
spell cooldown, where as the red buff gives you a DOT effect on your attacks and a mild slow.
