That's because it was likely intended as a serious moment in the original.
See, here's the thing with Ghost Stories, as far as I've been told:
Ghost Stories was awful. Total garbage, it sucked and did terribly. For whatever reason, it was
agreed that it would be dubbed, so when they handed it to the company dubbing it the dubbers were
essentially told, "We don't care what you do with it, go nuts."
So they did.
Dub Ghost Stories is actually kind of watchable because of that.

I think the deal was that one company wanted to do something with another, more successful anime
and for whatever reason Ghost Stories ended up tagged on with it. Like the group that gave it to
them went "here, take this piece of horrible garbage and if you want to do anything with it."
And so like you said they gave it to their dubbing team and now we have this little piece of
anime gold.
