Everything is just scaled up so hard in that game that spartan lasers are about as effective as particularly strong flashlights. A spartan would probably have an even fight with maybe a guardsman or two, since slug-based bullets and comparatively weak plasma weaponry really wouldn't do terribly well against even carapace armor. In-lore they're nigh invulnerable behemoths. In the game a well placed bullet from some mook can take one down. And again, a bolter will basically waste a spartan in one shot while a spartan can basically do nothing to most of the things in the 40k setting.
