Overnight, more news dribbled out, this time in the form of what appears to be a leaked page from
Valve's JIRA database. JIRA is a project management software that companies use to track bugs and
keep track of who's doing what—and in this case, the "what" appears to be Half-Life 3, among
other things (like Left 4 Dead 3, which a tour group may have inadvertently leaked earlier this
year).

Yeah this is october 2nd, 2013. Its old news, but nonetheless its relevent.
They trademarked "Half-Life". It would cover Half-Life 3, but not in all countries. It would
require a legal battle if say, a European or otherwise international company used the title
"Half-Life 3".
My point is, there is solid proof that Half-Life 3 exists. http://www.valvetime.
