Isn't there a whole executive branch that it's part of? Hell, considering that no one taking the roll can account for all national concerns at once, why aren't the other offices of the executive branch held in the same political esteem? Decisions would be made much slower over all, but if done right, it can lead to much less bias on that part. Regardless of what goes through the House, Senate, and the Dept. of Justice, ONE person is given the capability to set back annexation.
