That's because they were. But, I'd honestly rather watch Roseanne than the Big Bang Theory.
At least Roseanne didn't try to hide the fact that it's a mean-spirited, low-brow, unfunny

all 90's sitcoms were pretty bad for the time but at least entertaining,
Sitcoms and drama produced now is just obvious attempts at resuscitating a dying industry

Community is the best modern sitcom. Though I've heard good things about Always Sunny in Philly,

Community started great, but that shit was down the gutter by season 4.
At least it didn't go too far past its prime.
Always Sunny ain't much of a sitcom, but it is a solid show regardless.
