that despite what the rules say, we have tons of non-japanese content every day and the
mods/janitors do jack shit about it. in fact i'm not even sure we have any because i've never
seen them do anything at all.
i think in fact that rule should be removed, as having a flash board that only accepts japanese
flashes is pretty stupid, especially with a great part of the jap content here being touhou spam.
