How does this work? Don't cats see at different frame rates than humans? Wouldn't they just be
seeing flashes of still images, are they attracted by the sounds?

Eyes aren't cameras, they don't have a "frame rate".
Also, I don't think the frame rate needed for the illusion of movement is that different between
cats and humans. So I think this would look much the same to them as it does to us.
