  I'm not sure how canon you could consider this to be... I mean, really. To be fair according to
  Touhou's lore, there isn't a mortal creature anywhere in existence who couldn't immediately have
  its life snuffed out like a candle by anybody in the scarlet devil mansion, let alone Remilia.

  Humans in Touhou are generally more powerful than youkai.

  The very strongest are some of the main characters.

  But Meiling and Sakuya are both human, above average but human.

  Reimu and Marisa as well, though magically talented are still also human.

  Given their numbers, humans would actually steamroll youkai if a war broke out.

  That's why Reimu is queen bitch in making sure the youkai behave.
