It's probably an "educational" tv show. In Japan they have a lot of shows aimed at kids which are
meant to teach English but it's just like them saying random shit and the kids don't learn
anything. The prevalence of this kind of thing rather than something truly educational is part of
the reason that Japan is so English-illiterate compared to much of the rest of the developed
world.
