Most republican presidents since regan if not all.
IIRC Regan wanted the goverment smaller so he decided to cut their allowance so to speak and
instead everyone started borrowing to fund programs.
This kind of just continued I know the "jobs" act while framed to the public as an bill to create
jobs was actually/mostly another tax cut, something that wouldn't of gotten by at the time And
while it did get a few tax cuts added in to those who actually needed it while it was being
revised those were actually really negligible and had little impact to those who needed it.
The last time the US had an actual surplus was under Clinton and while he included the social
security surplus ,which BTW is illegal, it was only two billion or so and a little under seven
the year after.

Every president since the 80's planned social security tax increase/planned surplus has included
social security in the national budget. and interestingly enough the democrats tried to destroy
this bill because they expected this to happen and the money not to be there when they needed it
because it would be spent, which is what happened. And the Republicans actually got it through
interestingly enough.
Enjoy not receiving you SS when your old enough to receive it.
Another interesting tidbit is Reagan's tax cut was based on a economic simulation that they
fudged the numbers on to make it work and they got real mad and said Clinton fudged the numbers
when he was trying to pass a tax increase when no such thing happened.
TL;DR Reaganomics doesn't work like sage doesn't in /f/, The federal government is stealing your
social security, I'm loving my tax returns.
