No it couldn't. Flash isn't meant for looping FMV. It has inherent sync issues.

you've got to be shitting me. i could loop this seamlessly in much higher quality with both of my
hands behind my back.
first of all use adobe pro (torrent it). use ffmpeg or SMPlayer to convert video visuals to jpgs.
embed them in main timeline (meaning there's no actual flv in the flash). extract audio from
movie using ffmpeg, edit it using Audacity to have clean cuts. fade in/out at start/end. put
audio event in frame 1. flash will now reapeat without delay at the end of the main timeline and
have seamless audio. really easy to do since there's a lot of silence in the audio.
personally i wont spend time on it though but go ahead op. i dunno what tools youre using now but
they seem to even place several extra frames of the anime in this at the start. (???)
your flash should be <500 KiB if done properly, even with much higher visual quality

kindly taken the time to explain which tools to use and how/when to use them.
