Kind of.
The American studio picked it up during the early 2000s anime boom sight unseen before it was
finished. When it finally aired on Japanese TV, it became extremely clear that it was not going
to be a success compared to other anime coming out alongside it.
Basically, they were under obligation to release something, and basically told the dubbing team
to just bang something out that was better than the snooze-fest script. The crew just started
doing their little MST3K bits over it until somebody hit on the idea of basically ad-libbing the
whole thing.

Meanwhile, here in the negro land of Brazil, it got a decent dub and people enjoyed it anyway, it
became of one those little neat things you remember from your "childhood", watching it with my
cousins was great.
