It's U+0081 (high octet preset), apparently. It's "transparent to Unicode and [its meaning is]
left to higher-level protocols". Your browser probably does some weird shit with it, for some
reason. Dunno if it's intentional or if it's a bug.

0xC2 0x9B is the ANSI control sequence introducer in UTF-8, which has a 0x14 "Fraktur" code which
essentially does what Chrome does here, but since it doesn't use the ANSI escape sequence but
