That and all of batman's enemy's are not evil there just...misunderstood or have a disorder.

Riddler: OCD
Joker: Antisocial personality disorder
Mr. Freeze: Narcissistic personality disorder
Sometimes instead of batman beating the crap out of them and leaving he does it to try and help
cure what they have and turn it around. He doesn't just throw them into jail he puts them in the
Asylum and visits the doctors / them to assist em with their problems and that's why batman's one
of my favorite.
