The pseudo-soldiers are from the Gulf Cartel, a drug cartel that operates out of Tamaulipas.
(Cártel del Golfo or CDG.)
They're interrogating the boy who says he's 15 and works for Los Zetas. Los Zetas used to be a wing
of the CDG made up of defectors from the Mexican Army, bought over with higher salaries. In 2010
the two split into two independent cartels that've been warring with each other ever since. This
particular execution is actually in response to one performed by Los Zetas in which they captured
and similarly beheaded four women from the CDG (commanders if I recall.)
Shit's fucked up in Mexico especially involving the cartels.

Thank god immortality hasn't been invented yet so we know these kind of people will eventually die.
