Basically connect two utilities to the three houses, and you'll be guaranteed to divide the plane into three separate sections (including the "outside" section). and the third utility must be in one of these sections. Every house touches exactly two of the sections. Because the houses are distinct points, each touches a different two sections. The third utility must be in one of these sections, and one house touches only the other two sections. A water pipe, for instance, could run in a pipe underneath and connect to all three. Gas similarly could, with electricity in lines above the houses. You can even draw this fairly easily. The problem with this "puzzle" is that it doesn't allow for that solution. Without being able to pass a line through the houses, it looks to be impossible. Have a look at the diagram in fig. a below and you will understand that 3 connections starting from 2 utility suppliers will inevitably ENCLOSE one of the houses preventing it from being connected to at least one utility supplier (according to Jordan's curve theorem, a loop or a closed curve will have an inside and an outside no matter how we stretch or curve our lines, as long as they don't cross). Alternative solution 1 Nevertheless, this puzzle is possible to solve by using subterfuge... The only way this can be done without the lines crossing is by allowing one of the lines (it doesn't matter which one) to enter a house or a utility company and then emerge from the building on the other side.
