As I recall it had a lot to do with how the train system is actually supported by several
businesses, the government, and how easily it could be the target of attacks.
The anime is about terrorists (sorta), and how often all the women can get naked around the MC.
The terrorists are sorta just forgotten about after a point and it just becomes 4-5 people going
around on trains doing a whole lot of nothing.

I haven't read it myself, but from what I understand from Wikipedia, the major difference in the
RW universe is that the Japan National Railways were never privatized. The "terrorists" are
pro-privatization.
The show has other clues that suggest the world differed even before privatization. The turbine
train in RW doesn't actually exist. The one they actually made was the KiHa 81, which was
electric. In the early 70s, Japan was experimenting with turbine trains to increase speeds along
passenger lines. The oil crisis put a halt to turbine train development and Japan put their full
effort into electric train lines. This divergence suggests to me that the core difference between
our world and Rail Wars is they never had an oil crisis.
