I assumed he was either pushing obstacles out of the way or, more likely due to the lack of a rush of air around him, just switching places with whatever was in the way. Since moving anything out of the way, even air, at instantaneous speed requires a theoretically infinite amount of energy, it really shouldn't matter what he switches places with. The nightmare here would be him teleporting directly into someone else's body, so their bodyparts are displaced elsewhere. Yikes.
