I don't know much about video, but audio can be exported at 64 bkps without sounding like utter
crap.

Don't cull frames, unless your trimming off teh ends of a clip unless you want amateur grade
output.
Simply lower the bitrate of the intermediate clip.
25MB .mp4 can easily transcoded to a <10MB simply by dropping the bitrate in your application's
settings.
You'll quickly get a feel for how low a bitrate you can tolerate for minimum filesize relative to
a given clip length.
Also, this gives more room for higher audio stream bitrates, although in mp3, it's essentially
moot. HiBR in .wave is a lot more overhead than HiBR in mp3.
