Because all pop music is engineered to be catchy and addicting.
No seriously, pop music can be engineered these days, it's no surprise a lot of pop music follows
similar formats. Those formats are the ones that have been proven to get stuck in listener's
heads. As a result, they can also be laid over eachother well. They're all following very similar
formulas.
The Hanlon's Razor interpretation of this is that artists occasionally stumble into this formula
completely unintentionally, and those are the songs that become really popular.

That said, the market is now so flooded with the engineered sound that many people are fleeing to
prog versions of genres, or the new widely available in the information age underground scenes.
It should also be noted that these studies are mostly centered around top40 pop, which is by far
some of the most homogeneous music available. Certain branches of electronic are meanwhile having
this huge renaissance, with many even recycling composing concepts from classical.

Took a history of pop music class. I can confirm that pop music is engineered. That is actually
generally just what those types of classes teach now, that's how well known it is. Pop music has
been engineered since tin pan alley at least. 3 minutes long with a 4/4 time signature.

Good morning, have some coffe and wake your brain up.
This has gone on since forever.
Rogers and Hammerstein, Sondheim, etc wrote by formula, as did Wagner before them, and going all
the way back to prehistory - bards of all ages used simple formulae (musical memes!) to craft
their latest tales.
Bach was considered one of the greatest musical engineers, extensively using formulaic elements.
None of this is new. Only you are. :)

and yet, new formulas as the ages roll.
Justin Beiber's never had a fugue on the charts. And Bach never wrote a 2.5min 4/4 pop song with
3 chorus and an outro, using the pachabel chord progression and the Amen Break for rhythm
sampling.
So, yes, at least a very meager amount is in fact new.

This probably works because both songs are using common meter.
