No chance of that happening: I'm just mucking about with .mp4's saved from Vimeo, Daily Motion,
and YouTube and converting them with swfchan's SWFh.264 utility. 8 minutes tops seems to be the
best I can do from 1080p source material.

I had a similar 7 minute long video 512x384@24fps with 160kbps for video and it fit into 10 mb. I
bet you wasted too much of bitrate for audio.
Don't use swfh264's ffmpeg build. Find a build with AAC HE audio encoder. Unless it's a music
video it works absolutely amazing and keeps amazing sound even at 30-35 kbps.
