Starts off cutesy and such but then takes a hard turn. The rest of the show is about life as an adult and what happens when one tries to relive the past. If you want a "happy ending" stop at ep 10-ish. To answer the initial question, though, Japanese animation grew out of the historical ether the country experienced after WW2. Most other countries that have made a contribution to the industry did so for decades before Japan stepped up. Anime has started out as, and continues to be, the international alternative.
