Apparently it was written by a bunch of Batman geeks making inside jokes to other batman fans.
Hence the "Shark repellent", referencing the "Batman has something for every occasion, doesn't
he?" remarks about the comic.
Also making the show as lighthearted as possible was another joke as that was so unlike the comic.
And especially things like correcting grammar or other such things that Batman would never do.
