It's by Cool&Create and it's based on "Flowering Night," which is Sakuya Izayoi's theme from
"Phantasmagoria of Flower View" which is a TouHou game.
There's a bazillion MADs* based on this song. My favorite is "Hammar of Naitsu Remake"
